90% of the time remote access says Not available outside your network 10% of the time it’s green and available.
I do not have double NAT and I have no internet restrictions or issues.
This baffles me a great deal as no matter what I seem to do I cannot get this fixed.

Given that the remote access status indicator can occasionally be off… can you access your server from outside your home network despite it saying it’s offline?
If it’s not actually working… can you access your router’s public IP on tcp 80 from outside your home network (e.g. using a service like canyouseeme.org)?
It’s not occasionally off though it actually says not accessible outside your network 90% of the time. However, I can access it from outside every time as can any other user. There are some times however that the plex relay service is running and times it’s not. I can access my router’s public IP on tcp 80 from outside my home network 100% of the time. This issue is beyond my understanding. For the life of me I cannot figure out how to fix this so it always says remote access is good (even though it is always good) but plex rarely states that it is.

There’s times when the server fails to verify that remote access is working. Don’t worry too much about the status indicator… if it’s actually working, that’s all that should matter.
