Been having issues this week with remote access, and it looks like anything over 2Mbps just crashes and burns.
I have a 20mpbs upload on Spectrum, and my test cases have all had 500Mbps or better download speeds.
I have not made any changes to my network infrastructure, and my media is stored on an Unraid NAS connected via 10gpbs to a Mac mini server currently running Plex 1.31.0.6654.
If I force transcoding on either the Mac mini or the client to 2Mbps, I’ll get a little buffering up front and then the files will play, but if I leave it as direct play or transcode quality higher than 2Mbps, all remote clients will buffer. No issues with local clients on the same network.

Upload speeds outside of Plex look solid (I ran a few Aspera transfers to confirm there wasn’t an issue with my upload connection) and I’m able to hit 19-20 Mbps.
I’ve been having the exact same issue. Server is 1gbps up, and client connection is 25mbps down. Relay is disabled, yet still throttling to under 2mbps in most cases.
I think I found the issue. I had activated QOS on my router to prioritise the Plex Media Server, but it seems it actually made remote streaming slower.
