you should check…
What’s the internet upload speed from your ISP?
If you don’t know, you can check this out using a related web service such as http://www.speedtest.net/
Verify the advanced settings for remote access (Settings > Server > Remote Access)

Internet Upload Speed should be set to your max. upload speed (see bullet point above) or a lower speed if you want Plex to retain some bandwidth for other applicationsLimit remote stream bitrate refers to the maximum bitrate allowed for each remote stream. There’s an additional advanced setting in Settings > Server > Network that could impact the remote bandwidth:

isp upload speed is 1 gb/sec download speed also 1 gb/sec
plex setting at 1000 mbps
rest same as your pics
as far as I can tell remote connection should be working, but it seems like it goes through the server relay instead. As my max quality was 328p 0.7mb/sec but then I got plex pass and it went to 720p 2 mb/sec. However I would like it to be able to play at the max quality
Also this issue does not affect the actual plex media client, but it affects the web client
The Relay connection explains it as that is indeed restricted.
Have you already been over the classic remote access troubleshooting? Such as…
https://support.plex.tv/articles/200931138-troubleshooting-remote-access/
Went through the whole guide, don’t have double nat, static ip is set. Tried auto port forward with unp and manual port.forwarding already. Turned firewalls.off temporarily to try as well.
Temporary fix is just using the plex.media player client which is unrestricted everywhere so far
