Having issues with content playback via remote access. I can see the libraries from app on Android phone & Samsung TV but playback will not start, just the spinning loading icon.
In the eero app, I have upnp on, I have also set up port forwarding and firewall rule on port 32400.
I have enabled remote access on plex and manually specified port 32400.

No need to use both UPnP and a manual port forward in parallel… one should do the trick. Personally I prefer a manual port forward as I consider them to be more reliable.
Have you already looked into the remote access troubleshooting?
You could start checking if your router’s public IP is the same as the public IP Plex identifies in its remote access configuration. In addition you should check if the router’s public IP is visible using the specified public tcp port from outside your home network (you can e.g. use a service like canyouseeme.org to verify this).
Common obstacles are environments where your ISP isn’t assigning a publicly routable IPv4 address to your router (e.g. in a CGNAT or pure IPv6 environment). Some ISPs will also block certain ports from public access for your protection (at least that’s the usual official wording).
