If I use a web browser and login to my plex server and play content back over the internet I get full resolution, but if I try to play movies on the Apple TV Plex app I only get 320p. Anyone have any ideas what I should look at?

If videos are playing on full resolution / quality using a different client in the same network as your Apple TV that implies the issue is not with the remote server configuration. Have you already checked Settings > Video Quality > Internet Streaming in the Plex app on your Apple TV?
I finally made a change that fixed it. I had a rule on my router that was only allowing network traffic on port 32400 to specific IPs, well for some reason the Apple TV must use some third party device for testing or something because once I just opened port 32400 to any IP address it fixed the problem. Weird… When I turned on logging and watched the Plex Media Server.log file it seems most connections came from 127.0.0.1, how am I supposed to see where the outside connection is comming from (ip address) ?
