I’m sorry if this has been asked/answered already - i tried to search but it turned out i was searching for the wrong things or there was just nothing to find.
My Plex Server and the attached storage are located in my basement.
I thought on using PlexDVR, but there is no possibility to get my DVB-C/DVB-S Cable in my basement.
Is it possible to setup a PlexDVR relay? Kinda some mini-HTPC handling the DVB-C/DVB-S and storing the stuff on my actual Plex Server?
So your trying to record using plex and store the recording on a remote disk/nas that is somewhere else on your network? Am I understanding your request?
I would say setup a Share if its windows server that points to the attached storage device from plex side or if your on linux type enviornment setup symbolic link to network device to write to from linux side.
I have abliity to write to any of my Nas devices or network drives using NFS mounts but on windows it can be done in similar fashion by setting up network share and sym-link in windows. as long as it shows as a “folder” in Plex and you have write permissions it should be good.
You do not need to have the tuner attached to the box Plex is on.
You setup your tuner wherever you need to as long as it is on your local network. If that means using a mini PC to run the tuner than that is what you do. Plex finds the tuner on the network.

Alright, so if i got this straight my planned setup will work out - i thought plex communicates on a system-locale base with the tuner.
You need an ethernet based tuner like the Hdhomerun devices. If you have a PCI or USB tuner, the tuner must be on the same box.
I guess I have mis-understood all of the posts about on-board tuners.
I guess because the FAQ says this - “The “Xbox One” tuners must be plugged into the computer running Plex Media Server, not into an Xbox One.” about the Xbox tuner but not about any of the others ones.

I dont have a tuner yet - evaluating if thats gonna work out right now.
Ill have some read about those hdhomerun devices - gonna need a Smartcard/CI Slot too.
I have my Plex Media Server in one room, an HDHomerun Connect in another room connected to an OTA antenna, and another HDHomerun Connect in another room connected to a different OTA antenna. The devices are all on the same local network/subnet so each device can see the other devices. It all works great.
I use the HDHR Extend (no cable card, that is the Prime) and love it. Works very well for us, I can watch LiveTV on my ATV4, remotely on my iPad and DVR works 99.9% of the time (I have had two issues and DVR stuff everyday).
Look at the refurb units if you go with them, quite a savings if they have your model.
If your cable operator encrypts the channels, yes, you will need a cable card (Make sure your provider can provide that, in some countries, this is not an option). In that case, you will need the HDhomerun prime. Be aware that, even though you have a cable card, some “premium” channels can have a DRM flag set. Plex is not a cablelabs approved system. So those channels won’t work with Plex.
