I had to recover my windows install and apps were removed including plex. I installed Plex again and realized, I should have backed up the settings but unfortunately didn’t.
So the servers shows my prior server there with the associated libraries, but says the server cannot be found.
How do I connect my “new” server to my old libraries?
If you wiped the machine and got no backup, you cannot restore your server. There’s no online/cloud backup… I suppose if there was that’d freak out quite a number of users 
Consider it a “shadow”. Plex knows there was a server or a certain library and will show that in your navigation. Other than that it’s just an orphaned record – from what I remember it’s supposed to go away after some time. Alternatively you can delete the entry from https://app.plex.tv/desktop/#!/settings/devices/pms
