Roku: Preroll only not working

The play preroll only option in the experience settings isn’t doing anything currently. Playing a movie just plays the movie with no preroll.

I am having the same problem. It seems to load, but just shows a black screen while it appears to be playing. Then the movie loads and plays normally. Not all my Rokus are affected. My Roku TV plays the preroll, as does my Streaming Stick+. But the Roku Express+ does not work. I checked for updates and rebooted, but it made no difference.
