Im having the same issue.
Same server version.
Been having this same issue and after spending all morning researching and testing, it appears that this is Player Experience issue on certain client apps.
I’m able to get this to work properly on Web Browser but not on my Roku client app, where it attempts to play the preroll and buffers to 99% but never plays.
A Plex Employee responded on this post in March PreRolls not working
“It will be fixed among other Player Experience settings.”
Now when that is expected or if that is still happening, I’m unsure.
I’m not sure how new of a user you are, but Plex updated the UI for Android, iOS, and Roku most recently starting in March. Around 3/4 users despise the new update according to a user-managed poll, and Plex has ignored all complaints.
Many features are broken in the new UI while we had an existing UI that was feature-complete.
In addition to that, many UI changes have proven to be unpopular - most notably the disappearance of the left navigation menu.
I got up to speed today. Have been using it in a limited fashion for a few years, and it’s really just my own server, so I was not too put out by the navigation changes. Totally get it though.
Only recently discovered I could have my own preroll and got some made but then spent a long time troubleshooting it. Obviously, it’s minor compared to the level of complaints people have, but that also means perhaps it could be fixed relatively simply.
