you do not need to pay for PlexPASS to use Plex. However, some client applications are sometimes initially made available to PlexPASS users as a preview version and later do become generally available as has already happened for a number of client apps
The Plex Media Server software and client apps like Plex Web App and Plex Home Theater and Plex for Roku are free. So are others like Plex for Samsung.
Other clients apps that are generally released and not restricted to PlexPASS have a one-off small payment to purchase
