What plex clients are free?
I have a plex pass but it appears several friends I would like to view my plex library must pay.
It’s hard for me to test as I have the pass and once I log in they are free!
My summary goes like this -

The phone apps are free, but that only gets you one minute of playback time. I think each one runs about $4.99.
The Plex Web app is always free, might want to add that to your list. Also, the desktop Plex Media Player is free as well.

Plex on Shield is just the Android TV app there is nothing special about it
Please note that random Android boxes/devices that are really just the mobile Android on a device with an HDMI port are not “Android TV”

Plex Pass Preview apps require a subscription. a benefit of a subscription is early access to things like that. The only player app currently only in Preview is the Plex for Kodi add-on.
Some other apps have preview beta and public versions
Server is the prime example. early preview beta version for those Plex Pass users who want to use it. there may be one or more versions put out before it goes public and is available to anyone. There may be differnt branches where something specific is being tested like Hardware Decoding available for a time until it is merged with the regular releases. (DVR versions were an example of this)
Roku also puts out at times a betas before regular releases which is only available to Plex Pass users but when any particular version is done testing it will be public.
The app from the Microsoft app store and the mobile apps from Google Play, Amazon, and iTunes. are free to use for playback of things in the local Camera roll on the device and to be used as basically a remote control for stuff streamed from a Plex Media Server to something else. like when casting to a chrome cast or other free Plex player app.
If you want to play back a stream from Plex Media Server to one of those app it requires either
- a payment for which ever app from that app store. (4.99 each USD prices vary by region currency for whatever app store ) this is for individual apps and is linked to your app store account and has nothing to do with your Plex account. If you only buy Plex for Android from Google Play, you cannot use Plex for Android from Amazon or PLex for iOS from iTunes for example
OR - sign into the app with an account that has a Plex Pass subscription or is in the “Plex Home” of someone with a subscription
Until one of the two things is done above they can test those app with the 1 minute of streaming to make sure it works before buying. maybe they get crap cell reception so it won’t work for them
( note all of this is as of todays date that I am making this post . things may change )

What Android TV in particular is trying to charge a recurring monthly fee? That sounds suspiciously like something using the name Plex but not actually Plex.
If you friend with Android Samsung tablet is not in the US where it is $4.99 it might have cost differently as app stores charge based on exchange rates in whatever currency
Our Android TV app is free. it doesn’t want anything per month. he can close/skip any window that is only an upsell showing that.
as i stated above the Plex for Kodi add-on is in Plex Pass preview which is an early release for only Plex Pass subscribers. If they do not have a Plex Pass subscription they cannot use it.
PleXBMC is also free AFAIK
