Search alot of back articles, nothing has worked - unable to start Plex - socket issues

Rebooted my server after a fair length of time running just fine. Error report reports no ports to check, so kinda hard too. Following the log is my port dump, which all seems fine.
This server has multiple network adapters, 1 for main, 2 for HDHomeRuns, and, 3& 4 are a 10G high speed link to my dev box. I even tried procmon.exe to see if I can see a socket error occuring and could not really find one. All firewalls in Windows are ‘off’ as well.
I also tried stop/start "IP Helper’ service, no go.

Shut down any Torrent clients before starting Plex Server. These tend to grab an awful lot of network sockets which can collide with Plex.

The only thing really running in this server is a bunch of VMWare hosts, which won’t interfere, and then plex in the main cpu basically. No torrents etc unless something snuck in!

But it is running SUperDoctor 5 for Super Micro
MegaRAid for my drives
