Secondary PMS instance port forwarding issue (FIOS Quantum gateway)

Hi everyone. I’m trying to switch my primary Plex instance to a secondary port while I work on my new build with hardware transcoding capability.

I’m working with the FIOS Quantum Gateway G1100 which has UPNP enabled and port forwarding for 32400 and 32401 enabled for the same IP. Firewall set to medium, but I see nowhere to set additional rules, unless that is dictated by the port forwarding.

The current PMS host is running Ubuntu Server 20.04 and UFW with the PMS rule from here:

This instance has worked for quite a long time without issue.

I have turned ufw off and changed the manual port selection to 32401 for testing and I for the life of me cannot get it to be accessible as seen in PMS web or https://canyouseeme.org/

Can anyone provide any advice?
