Server available everywhere except web (any win support out there?)

I’ve run into this problem for months.
I start with 1.17x and try to upgrade to 1.18x and the server seems to lock up. All access to PLEX either local, remote, or on the server viw a web browser is unavailable. But if I go to my phone or apple TV or firestick, no problem connecting and playing things.
A lot of this seemed to be linked to the number of audio files that I have - which is a lot (over 500,000). If I delete the music and audio book libraries before the upgrade it works fine.
A few days ago I deleted the audio, upgraded to 1.18.4.2171-ac2afe5f8 and slowly started putting the audio back in. One small chunk at a time. At first it would have no problem. The web access would stay active while the scan went on.
Then I hit a plateau with about 411 artists in my music library (through the letter I) and now the scan seems to be done but the web access is still down. I can access it from my clients on my phone and TVs but I can’t access the server via web in order to add more audio. I’m stuck. This is when I delete 1.18.x and roll back to 1.17x and all the music works fine.
I’ve done this about four times with the most recent versions of 1.18x. And it is getting old. THe server is pegged at 100% and I’m kind of dead.
My overall log folder is over over a gig with the logs for just today coming in at 55 meg.

What’s the deal? Are you aware of this? Is this a known that you can tell me you are working on? Is there anything I can do to fix this on my end so this doesn’t happen again? Any advice?

I also seem to have this happen when scanning ANY large library now. I just scanned TV shows because I added one episode. It started scanning and went unavailable on web. The episode shows up on my clients (iphone, apple 4k TV), but the web access is bricked. All for one episode. It’s been over 20 minutes and it is still not accessible on a browser due to upgrading one episode.
The server is running Windows 10, 64 bit Dell Precision T5500
Processor is Intel Xeon X5650 2.67GHz
18 gig of RAM

If there is a specific log you would like to see (that I can find in the LOGS folder) let me know.

FYI - it took an hour and 20 minutes for web access to return after adding one tv episode.
