"Server settings are unavailable" . Seeing 404 on GET /system/:/prefs

I upgraded my server to build 1.9.7.4460 and I’m seeing a “Server settings are unavailable” now. The logs are showing the following:

Why would I be getting a 404?

This is box is Windows Server 2016 Essentials. Clients are able to connect and view libraries and stream correctly. I just can’t view any server settings. I’m a Plex Pass subscriber. How do I resolve this issue?

I have the same issue on Freenas, unfortunately this did not help.
