Server Unreachable and Network Too Slow

I have a Synology DS218+ running Plex Media Server, plugged in directly to my router. The last week, I have been unable on multiple occasions to load Plex on my iPhone, web browser, or Apple TV. It will just sit on a white page on the web browser and show as unreachable on the apps. I go to my Synology and the Package Center shows Plex is running, but I have to stop it, and then Run it to get it visible. It did this before the latest update ( Version 1.18.5.2309) was installed, and after I installed it. What is causing the server to do this?

Also, I have issues with playback on the Apple TV. I try to watch Parks and Recreation, which were iTunes files that I own and ran through FileTunes to remove DRM and then added to Plex. It will at times pause momentarily and resume, or audio will cut out for 5 seconds, or simply stop without ever resuming and displaying a “your network is too slow” message. Client settings allow direct play, auto adjust is off, and quality for home streaming set at maximum. No encoding is going on, Dashboard activity always shows Direct Play 6MBps for these videos when it messes up.
