I think I may now have finally resolved my issue of being able to run PMS in safe mode but not in normal mode. It looks as though my Kaspersky Internet Security was the culprit. I followed the advice given in the attached post in the forums and it works. What I can’t understand is why PMS worked a month ago without configuring anything in Kaspersky. Hopefully this will put the matter to bed ! Were you not aware of this ‘fix’ ?
No, I wasn’t. But the use of port 32400 for remote access in Plex is well known. And it gets inserted into the rule set of the Windows firewall automatically when Plex is installed.

If Kaspersky absolutely needs to replace the Windows firewall with an own solution, but cannot manage to import the ruleset, then that is unfortunate.
You might want to file an issue with Kaspersky support. Or stop using it.
Personal opinion: In my experience, using a 3rd-party firewall software on Windows is pointless. (I am not talking about the anti-virus part of Kaspersky.)
It more than often causes needless friction and is not even a tiny bit more secure than the default firewall.
