NVidia Shield Experience 9.0 has a bug that prevents PMS from writing to an attached usb drive. This is fixed with the hotfix 9.0.1

Current version of PMS from the Google Play Store does not see the usb drive as an option for moving the data folder (or as an existing location if the data was already moved). We are working on a fix for this. It will come to the beta channel first. If you are not on the beta channel, you can sideload the apk using ADB. The apk will be available in our beta release thread when ready.
tl/dr. Install the 9.0.1 hotfix from NVidia, install the newest PMS when it’s available in the beta channel.
