Shield TV and Plex, External hardrive NEWBIE BE GENTLE!

Hello,

I have Nvidia Shield 2016 TV, with external 3TB HDD USB3.0 and Plex server on the shield. All working well, sometimes a delay when starting a 4k movie.

Quick question - does plex use bandwidth to stream to shield TV even when using an external HDD? I only ask because when i watch something through plex on shield tv then look at my stats on a pc on the plex app. it has local bandwidth being used. I also note that plex is slightly slower to start than Kodi. Is this because it is streaming, or?
