Sickbeard has the ability to notify Plex when a download completes, but it looks for both a PMS and PMC IP:port. PMS is no problem, but I havent figured out the PMC portion yet. Should I just rely on the auto update of the Plex library setting (every x hours), or is it possible to trigger a Plex XB1 update once SB grabs episodes?

Just curious, why do you need to force an update to the client. Backing out of or into a section will show any new content that the PMS has found recently. Maybe I’m misinterpreting your question.
Perhaps Im misunderstanding how the Plex app works. With XBMC and Sickbeard, once SB detects a completed download, it notifies XBMC and the Recently Added TV Shows section shows the new content. Does the Plex app work differently?
The notification protocols you're talking about cannot speak to other devices. Sickbeard, NZB Drone, Couchpotato etc. can 'notify' the PMS and PHT client... that's all. They aren't designed to, nor can they, talk to other clients or devices.
The open XBO client doesn't auto update, that's another issue entirely.
