Skip and Fast forward not forwarding

I have several Roku Ultra units. The local-to-the-Plex-Server unit is hardwired and skips and FFs work fine. Another unit used over the internet (also hardwired), will not skip nor FF.

The windows server is dedicated to Plex. During a transcode, it is consuming 10-12% CPU. The server Speakeasy Speed Test reports 23.57 upload speed. The remote Ultra is hardwired - Speakeasy reporting 327.61 download speed.
