Remote Direct Play and Streaming Skipping

I have a few users who connect to my server. Only 1 user who constantly has periods where it works fine and then it will skip playing on everything. They are the only person using their ISP and doesn’t need to share bandwith. All devices they try it on does the same (Roku, Firestick, iOS). I am assuming its something on their end that needs to be fixed since no other users have this issue. Speed Tests show 400 Mpbs download while its doing it. Any ideas on what I could try? Do they need to match my port forwarding on their router or anything?
