Speed problem on Android TV and Mobile

Hi,
There is a speed problem on Android TV and Android Mobile.
When I try to play the same movie on Plex Web, it load the movie really fast (1 to 4 seconds).
With Android TV or Android Mobile, it take at least 10 to 15 seconds or even more.
