Stuck at 0% loading guide in DVR

Everytime I try to load my HDhomerun quad tuner box into the PLEX DVR setup it goes fine until I put in my zip-code and click continue. It then stays stuck at 0% forever.

USA

Fedora 31 server OS
Win10 client OS with web-client
