Stuttering on Plex for Windows

I have a similar issue, but it is only with ONE new 43" 4k monitor I just got, so attributed it to resolution.

When I play plex using the Plex Client for windows 10, it is slightly choppy. If I drag the plex window to my main laptop screen without pause/playing, it immediately becomes smooth.
