Stuttering While Playback on TVs hooked up via HDMI

I’m having a bizarre issue where I get stuttering during playback on the Plex for Windows app (I also tried the separate HPTC client, but same problem occurs), only on the TVs hooked up to my PCs via HDMI. I have two systems, a Win11 desktop in the bedroom, and an old laptop with Win11 in the living room (where all of my media is stored), both hooked up to two different TVs. I have ruled out any sort of transcoding issues since the media is set to direct play, and they play perfectly fine on the laptop screen and a monitor on the desktop. I have also opened the video file itself using VLC player and MPC-HC on the TVs and the video file is very smooth, so it doesn’t mean my PC hardware is struggling.

I have no idea why this sort of stuttering is occurring, and would welcome any ideas to remedy this.
