After further research it would seem that the Hi444PP profile that this media is encoded in is almost certainly not playable on Android platforms so it would seem that that is my problem. Thank you for the assistance though!

Yes if playback is transcoding the client is unable to change the offset of the subtitle. It only works for direct playback. I am unsure why it is transcoding though. If you are able to provide a sample file I can give it a test.
