Does she have her own account at plex.tv ? If so, you can enable subtitles to always display for her account. Login to account at plex.tv or via Plex Web . Settings -> Account -> Audio & Subtitle Settings. [Screenshot (213)]

I will try that. Yes, Plex was stopped and confirmed it was stopped. I tried it via an elevated cmd prompt to run sqlite3.

There is currently a bug in server versions above 1.16.0 which prevents this from getting set correctly. You will have to wait for a bugfix or apply one the workarounds mentioned here: Managed user account can't set subtitles and audio language
