I typically have no problem with SRT subtitiles. Match the name to the move and add .en or .eng at the end…simple! This one movie “Land of Mine” is giving me fits though. I have it named properly, I have the SRT in the correct UTF-8 format, yet the option to choose subtitles never shows. Any ideas?
This file looks flawless to me.
I did a very minor change. I removed the Byte-Order-Marker (BOM), but I don’t think this will make a difference. Try it nonetheless.
Another thing: Verify that your video file doesn’t have a space character at the end, before the filename extension.
What agent are you using? Your screen shot shows under the Plex Movie Agent, the LMA agent is turned off.
I tried your srt file and it worked fine for me. Can you do these steps?
1 - remove the srt file
2 - goto the movie preplay screen and confirm it shows 0 subtitles
3 - add the file back
4 - goto the preplay again
5 - post the “com.plexapp.agents.localmedia.log” file from the PMS Plugin Logs folder.

My guessing would be the standard agent is TMDB, but this single movie was matched to Freebase/Plex Movie by using ‘Fix incorrect Match’. But since the Local Media Assets is deactivated for ‘Plex Movie’ the sidecar subtitle is not used.
