Suddenly half of my devices are reporting my server is offline

I was in the middle of watching a film on my LG Television using webos plex app. I have one server on a Windows Computer. I was watching the movie, a local movie stored on the server, when it just stopped playing and a message appeared saying it was unable to playback the movie.

I tried restarting it and got the same error. I turn the tv off and on and fire plex back up. Now it shows the server has being offline.

I started trying all of my plex devices. This is where things get strange. The ps4 app sees and plays everything as it should. My android phone sees and plays everything and my apple tv sees and plays everything.

The LG tv shows the server is offline.
Xbox one shows it offline.
Nvidia Shield shows it offline

There have been no recent updates to any of these apps nor the server.

I dont understand what has happened

Well, I’ve tracked it down to ExpressVPN. With ExpressVPN running I can’t see the server outside of the network.

However, I still don’t know why because ExpressVPN has been running on that pc for more than a year and I’ve never had this issue.
