I have plex running on pc want to switch to a server do i delete my account and just re setup a new one. If i delete do i need a new pin or have to pay again whats the best way
Your Plex Pass is good for multiple servers so all you need to do is set up the new server and enter your pin and the new server will be good to go.
Later on you can go into your account settings and remove the dead server.
Do NOT delete your account. Your account is what has access to the Plex pass features.
Plex account can have multiple (thousands?) of servers you manage/host associated with it. When you set up a brand-new server, you log into with your Plex account that has a pass and “claim” the server for yourself. Once you do so, the only one that can log into and administer the server is that account.
If you wish to just set up a new server on a new box do so. Claim it, like I said up above, and get started configuring it again. If you wish to transfer data (metadata, user played/watched/in-progress info), that’s a bit more complicated. But if you don’t mind trying to get plex to identify your library and re-download metadata, then just make the plunge.

I tried claiming but it shows both i will try again in a bit 
Well, if you have multiple servers on an account, then no matter what you log into in the future, you will see all the servers. I could invite you to mine (I won’t, but lets go with the hypothetical) and you would then see 3 servers whenever you log into your account.
If you see both servers, then that is fine and expected. Just set up the new server by going into settings and/or libraries. In the settings menu (wrench icon in corner), the left-hand side should have a bunch of categories. In the middle should be a name of the server, with a lock icon next to it. clicking that changes which server you are applying the settings to. Change to the new server and set up libraries.
When you are done administering, click the word “PLEX” in the upper left corner. this takes you to the home screen where you choose which libraries and (and more importantly) from WHAT SERVER you want to view. You can edit this, to include - for example - the movies from server 1, and the tv shows from server 2. If you want nothing to do with the original, unpin all the sources and do not view the libraries from them.
I have both showing up now so its working doing some tweaking but all good so far i want to thank all of you for your time and help its much appreciated great community love my plex so much fun
