As far as I can tell sync/downloaded converted items are stored in /var/lib/plexmediaserver/Library/Application Support/Plex Media Server/Cache/Transcode/Sync+
This path is, in many cases, not on the same disks that store the content and is often limited.
In my case I have 45G available and queued items worth of 100G+, that may won’t work.
PMS seems to not check available space before queuing items and storing it there which can potentially result in unwanted behaviour.
That directory is only used for the old sync mechanism which has already been removed from clients and will shortly be removed from the server. That directory will be removed at that time.
