I am running Synology DSM 7.1. I cannot install the latest Media Server as it requires DSM 7.0 or earlier.
I cannot roll back DSM, so do I have to wait until a version of Media Server that works with 7.1 is released.

Make sure you download and manually install the latest DSM 7 version of Plex Media Server from plex.tv.
Iv’e done that but it will not instal on 7.1. Error message “Will only work on 7.0 or lower”, and of course I can’t roll DSM 7 back. Also tried the Beta, that does not work also.
mcury. Was Plex installed when you updated to 7.1? I did a clean instal of DSM 7.1, then found Plex would not instal on it.

What is the full DSM version number?
Login to the NAS, go to Control Panel → Info Center → DSM version.

To install PMS in DMS 7.0 or 7.0.1, I followed the instructions provided by ChuckPa here:

Basically you need to uninstall PMS, upgrade the DSM, then install the PMS again according to the link above, recommend you follow the instructions.
Note, make sure you are downloading the correct version for your device, choose DSM 7 then choose depending of your device:
ARMv8
ARMv7
Intel - 32-bit
Intel - 64-bit
DS 220+
DSM 7.01-42218
DSM cannot be rolled back, even with a factory reset.
Tried that, as I say, once 7.1 is installed there’s no going back to DSM 7.0.
DS 220+ has a Intel Celeron J4025 CPU, which is 64-bit

Choose Synology (DSM 7), then click Choose Package.
This will open a little menu with options, click Intel 64 bits
But I suggest you read the links I provided you earlier, as it has some instructions provided by ChuckPa, which shows how to set properly the permissions, and also what to do in eventual problems.
There is no DSM 7.1 at this time.
There is DSM 7.0.1 and there are no functional changes between 7.0 and bug fix release 7.0.1. Synology has never allowed downgrading the DSM version.
For those with ARMv7 systems, you will want PMS 1.24.4.5081 which contains the ARMv7-specific first-time setup bug fixes.
Yes, it is 7.0.1. I suspect the problem may lie with the browser I’m using, Firefox. Will try again with Edge.
