DSM 6 → DSM 7 is not a “transparent upgrade”. There’s a fair amount of work you need to do.

Most important:

Do you still have a Plex shared folder with "Plex / Library / Application Support / Plex Media Server " in it ?

If you do, AND you have PlexMediaServer/AppData/Plex Media Server – you have two partial installations… which needs unifying.
