Synology Plex installation is okay, but accessing it returns an error: ERR_CONNECTION_REFUSED

I understand I even can’t configure PLEX because of clicking on the app’s icon in the Synology desktop immediately leads to the error above.
What can or must I do?

From a system on the same network/subnet as the NAS, point an incognito/private browser window at the IP address of the NAS.

For example, if the IP address of the Synology is 10.1.2.3, use http://10.1.2.3:32400/web.

Note: http, not https, and :32400/web is necessary.
