I checked today to connect to port 32400 to see if I can some modify in settings.
But I cannot Find the server, it is long lasting from now, but the wheel run and run vain.
Any suggestions?

What does Package Center report? Is it running?
Let’s get the log files to make certain it otherwise works ok.
Control Panel - Shared Folders - Edit the Plex share
Permissions tab, give your username R/W permission
Open File Station
Plex -> Libary -> Application Suport -> Plex Media Server
Right-Click Logs and Compress to Logs.zip
Attach the ZIP file with your next post
