“This server is not powerful enough to convert video” But played fine 2 days ago

I updated to the newer version of the Plex Windows server and now can not watch 4k movies on any of my computers. All windows 10 OS. It streams fine to firestick in 4k. I now get the “This server is not powerful enough to convert video” only in the web browsers. But I had no issue streaming them to the PC’s before this update. Server specs. i7-9700k @3.6 boost to 4.6GHz, 32 gb ram, 2070super gpu, with plenty of storage. Also have the wonderful stutter with the windows Plex app so this is the only way to actually watch a movie without going nuts. I will add the browser does fine with 1080p and under just can not watch 4k anymore. Sorry if I have left stuff out I am trying to do this all with a broke hand and only 3 good finger. Let me know if you need any other info. And thank you to anybody with an idea what is going on with this and how to fix it.

Well I tried that and nothing it is still giving me the error. It thinks about playing it for 1-2 seconds then pops the error on the screen. Just an odd error to have when a day or 2 before it had no issues playing the same movies.
