Are you streaming from your own server? There should be no restrictions for your own server. If you are streaming from a friend’s server, check with your friend to see if they put a limit on their server.
I have also been getting the You have too many active streams error as well from my iOS user.

I accidentally left verbose and debug switched on so they may be hard to read. I will disable verbose for when it happens again (and also debug if preferred).
I can see this in the log:

My Plex is a few versions out of date, i’ll update it when I get a chance however this has been a recurring error for some time.
The user with the issue has no streams visible on Plex UI or Tautulli.
My settings:
Maximum simultaneous video transcode: unlimited
Remote streams allowed per user: 4

Streaming from my son’s server. He spent a couple of hours trying to fix it but to no avail. He opened my access all the way. Seems to have something to with downloads. I deleted all my downloads and apps (Mac, iPhone, iPad) , reloaded and logged back into Mac only - same issue. 
@geocarps_icloud_com - A Download does count as a stream, so if you are downloading at the same time as streaming, they both count towards any limits. If your son hasn’t set a limit, then you shouldn’t be seeing this. Please reproduce the error, then grab the log from the app.

OK, my son turned off my downloads and everything works great now (except the downloads
). We are going to try some experimenting over the next couple of days. First, turn on the downloads and check without downloading on my Mac. Then download on the Mac and see, also trying the auto download. If everything works, will reload app on the iPad and repeat, then go to the iPhone. We will keep going systematically until we reproduce the error. Will let you know what we find. Thanks again.
I was wrong about Downloads counting towards the remote streaming limit, so that should not impact this situation. If streaming works with the Downloads ability disabled, there is a bug somewhere.
Ok, if we turn off the downloads, I cannot stream a movie with one stream enabled. However, with downloads on and 2 streams enabled, I can then stream. It’s like there is a secret stream out there. All devices have been deleted except the Mac for testing. And the problem continues after creating a new account completely unattached to the original account. Also, I am the only person on the server having this issue.

OK, more updates. Worked fine with two streams turned on. I then downloaded the app on my iPad, logged in and downloaded a TV show. Now the streaming error is back until we bumped it to three streams - then it worked again. Logged off iPad and disconnected device but still the same problem. It’s like one of my devices is not releasing a stream for some reason. Any help appreciated, we are at wit’s end.
What were you trying to watch when you got the error? The error is on the client side so your server logs won’t show it. I do see several playback attempts and some of them are stopped, but I can’t tell if it’s from the error or something else. At the end of the file I do see 2 things were playing. An episode of Yellowstone, then a movie.
I also get this error on my new iPad while it works perfectly on my Android phone.
Download works but not streaming. It works for my own Plex but not from my friend’s.
Will go on looking for clues and will follow this thread 
We were just test streaming a couple of things. I can’t play anything now because of the too many streams error, I can only download like before. My son had gone through everything he can think of with no results. Seems like my iPad triggered this somehow but can’t be certain. If the server logs don’t help, then what logs do you need?

That log is the Plex for Mac client. I thought you were testing with the iOS device?
Either way, this log shows you are unauthorized to access the video you tried, which seems wrong. This log is only for the web portion of the app. I’ll need the other logs for the app. Windows/Mac app logs | Plex Support
Thanks for the help. My son’s server went down hard and he had to rebuild it. Since he has done that, the error has gone away. Ghosts in the machine?! Thanks again.
On vacation and this just started happening for both managed users on my server (wife and daughter). My work around for now was just to up the limit to unlimited since I only have 3 users on my server and after 2+ hours of messing around trying to find the root cause. Appears part of the issue is with the download feature, every time one of us opens plex on a device that has downloads, a number of files start to download over and over even though they are already on the device. Logs from my device.

Maybe @anon18523487 can check your logs but they need your Plex server logs too.
The downloading appears to be playlists that needed to update. I can’t tell exactly what but these do look like legitimate updates. Examples are if you downloaded an Artist then added a new album/track for that artist, Downloads will automatically update to include that new item.
For the limit, Downloads isn’t suppose to count towards that limit. Let me look into this. Maybe it is specific to music. Does it appear to work properly once the Downloads are done?
I had it setup to download a few bands entire catalog and once I stopped those downloads it started working much better but I haven’t changed the limit from unlimited yet. Still hitting random issues while on vacation. This morning my daughter woke up early and tried to play Aladdin and it failed for her. So I got to get up early and try to trouble shoot. Played just fine on my profile but I couldn’t get it to play on her’s until I downloaded the movie to her tablet.
