I have encountered this before and the resolution was that my time was an hour off even though I had set to MST. I have made sure that it is set to automatic for setting time and Timezone as well as automatically adjust to Day Light Savings Time.
Since the last upgrade if I try to play trailers or Previews I get Transcoder has Failed on my Plex App for my Visio E60 Smart TV. Reproduced at 8:00 pm in the logs
On the Web app using Mozilla it just sits and never loads preview or trailers. Reproduced at 7:57 in the logs.

I Have also Tried to set the time manually ahead and back an hour. Still no love.
Please provide an output of the following from the Windows Command Prompt
ipconfig /all
w32tm /query /configuration
w32tm /query /status
In your Plex App make sure remote video quality is set to Original / Maximum.
I cannot get ```
w32tm /query /configuration
to run it says invalid parmeter
I have tried logging in as the hidden administrator account and tried to run the commands and it says w32tm /query /configuration and it says “The following error occurred: The service has not been started. (0x80070426)”
I then try net start w32tm and it says “Access Denied”
I am logged in as the hidden admin account. I have looked through MS KB articles and this is happening to a lot of people.
What else can we try?

You have a dependency on a single DNS provider (Google), I would recommend using the following DNS servers.
9.9.9.9
1.1.1.1
8.8.8.8
Have your configured the Plex app on your streaming device for Maximum / Original?

Ok so I have the quality set to original.
I changed DNS to 9.9.9.9 and 1.1.1.1
But the work around for w32tm does not work it still will not start.
I cannot get windows time service to start it is set to manual and all options to change to such as automatic is greyed out so I dont know what changed.
Typically, with Windows Time service would be set to manual. When started it would remain running.
From what you are saying the Windows Time service won’t start.
Anything in the Application or System event log, that would indicate why it fails to start?
You may have missing or corrupted system files, consider Using the System File Checker tool to repair missing or corrupted system files (microsoft.com)
If that doesn’t fix it you may need to reinstall Windows 10.
