Transcodes are being limited to 2.0 Mbps/720p

Player Version#: iOS ver 8.6 and Apple TV

I am currently having an issue where my server sees the connection speed as 2.0 Mbps and transcodes UHD files down to 720p. I does this while testing on my ipad connected to my guest network in order to test remote streaming. Another user on an apple TV is complaining about the same thing. Using speedtest.net on my server results in 877 Mbps down and 37 Mbps up. Testing on my iPad connected to the guest network gives me 184 Mbps down and 36 Mbps up. For “Limit remote stream bitrate” under “Remote Access” I have it set to “Original (No Limit).” “Internet upload speed” is set to 35 Mbps. The clients are maxed out for their bitrate.I have tried with hardware acceleration enabled and disabled. It seemed that this just started happening with the latest update, but I can’t say with 100% certainty. I know that transcoding was functioning properly recently.

The 2mbps is an indication that a Relay connection is used instead. And those are capped at 2 mbps.

Which means your server is not directly reachable from outside your network.
Either something changed inside your home network (added another router?) or your ISP has stuck you inside of a Carrier-Grade NAT.

So I looked and it does appear that my traffic is going through 127.0.0.1 (plex relay) according to Varys. It does not appear that I am behind a carrier grade NAT though, as my public IP is the same as the IP address assigned to my gateway.

I tried updating all of the firmware for my ubiqiti devices (my gateway is the UDM pro). I tried changing the port to 32401 and 42400. I tried setting the port forwarding rule to TCP only. I tried disabling all of the firewalls in windows. Is there a way to determine if my ISP is outright filtering the traffic? Would it cause this? Any other suggestions?
