When I watch an HEVC video on my 15inch 2019 MacBook Pro via the Plex Desktop app I can see that no transcoding is occurring and that it’s using Direct Play. However, when I attempt to watch the same HEVC video on the Plex Web app via Chrome it starts transcoding instead of using Direct Play. Does anyone know why this would be happening?
Chrome does not support HEVC video. It is a Chrome, not Plex, limitation.

Pretty much. As so often, it has mainly to do with licensing and intellectual property.
Which is why you won’t find it in open source browsers and which is also why Google is forcing ahead with AV1.
Is there an extension that chrome has to enable HEVC video?
Not to my knowledge. And even if therewere such a thing, it wouldn’t change anything for Plex. It only has 1 set of rules which apply to all web browsers.
