When I tried playing 4K videos, the playback stops and buffers for a second or two, every 5-7 seconds. Disabling HW Acceleration allows the video to be played without issue. Is AMD GPU the issue or is there a specific driver or adapter I should be using for HW transcoding?
AMD GPUs are not yet officially supported.
PMS only has, at best, SDR (not HDR) capability for AMD. SDR is outdated and of little/no use anymore

Is there anything I can do in the interim? Running software transcoding ramps up the CPU to 80%+ across all cores.
Putting a Nvidia card in the same rig isn’t ideal. In my experience running both side by side in the same rig ends up with more issues than fixed.

Does HEVC/x265 matter or is it still boiled down to an AMD issue?
H264 (aka AVC) is SDR (standard dynamic range) .
IF the AMD drivers are installed, PMS should be able to transcode it.
I don’t have an AMD GPU here so cannot test.. Sorry
