I suppose you might want to look at this existing feature suggestion which is discussing options to limit streaming from the server by e.g. limiting the quality options or disable transcoding for certain clients/formats entirely.

Force video and audio setting

On the plex server setting: Force video and audio setting for plex client. This setting will lock video and audio settings for the server share.
