Use Plex Desktop for Windows (docs, download). It is much more capable than Plex Web. It direct plays most video, audio, and subtitle formats.

You are running the 32-bit version of Plex Media Server. Download and install the 64-bit version. The transcoder is much more efficient in the 64-bit version. In addition, it supports hardware accelerated transcoding and tone mapping of HDR media.
Install the 64-bit version on top of the 32-bit version. The installer will recognize & remove the 32-bit version.
That is expected.
You disabled transcoding and Plex cannot play the video without transcoding, therefore playback fails and Plex displays the very cryptic “server not powerful enough” message.
Internet speed does not matter for local playback.
