Trouble installing PLEX server - Error 0x80770652

For some reason I cannot install PLEX onto My laptop. (I have used it in the past but I switched to another server because of tech issues.) I have saved the log file but don’t see how to attach it on here. Or should I just cut and paste? I have used the cmd prompt to fix this same issue when I had problems installing Windows 10 updates. but it will not fix this. There are no residual files left in my computer from the last use of PLEX. Any help?
