Two channels out of around 60 channels enabled have audio stream problems with plex

My live DVR works fine for most of the channels that I can receive using my antenna. The only problem that I have been having is with the two channels listed above. The server struggles to find the audio source for these channels, even though I know that it is not the tuner or the antenna because I tuned to the channel using the tuner software (WinTV v10). I have observed this problem on both plex for windows and roku, but the problem is worse on the roku. The roku app has the same audio stream issue as well as stuttering video. Once again, this issue is only with the two channels listed above. I thought that it was my plex server, my tuner, or my antenna until I isolated all of these from the issue. The plex for roku app does not have any stuttering video or audio issues on any other channel, and the plex for windows app only has audio issues. The WinTV v10 application shows both channels fine, proving that I can receive those channels with my current setup.

If anyone has any ideas on how to fix this please let me know.

UPDATE: the audio problem seems to jump between the two channels for some reason. For example, at one time I will get the proper audio stream for channel 35.1 and no audio for 9.1. Then it will flip and I will get the audio for 9.1 and not 35.1, etc. I tried only enabling one of the two channels at a time but the issue did not appear to go away.
