Here it is clear, Plex can see /home.

If you want rclone to startup every time the system starts (which is logical),
Add the command to launch rclone in /etc/rc.local ( executable script file you create )
This way, every startup will execute the rclone mount command however you want it.
An alternative way is to create a systemd service in /etc/systemd/system
I would call it /etc/systemd/system/marco-rclone.service
You then create a basic service file with ExecStart and ExecStop definitions so you can mount & unmount as you need.

You’re using FTP to pull the media file contents. FTP isn’t quick. HTTPS would be much faster on the same connection.
The buffer in the player is device-dependent. Each device limits how much memory the player can have/use
