BTW you can drag any of those icons onto the system tray and they will display all the time. I suggest you do that with the Plex icon, so that you know when it’s running or not.
Do you have another browser on your Windows machine, preferably one you have not used to open Plex with before?

Open Plex using Microsoft Edge and make sure you sign into Plex using your NEW credentials.
What is Microsoft Edge?
Edge is an internet browser, the same as chrome.
Click on the Start button > All > Microsoft Edge.

I need to see the entire screen.
Press the PRT SC button on your keyboard, then you should see a drop down menu in the toolbar that appears in the top center of screen.
Click on the drop down and select Full Screen, then in the reply Window here, press and hold CTRL and tap on V to paste the image here.

Either your server is not running or it is not signed in at all.
Try opening Plex/Web using this address in Edge https://app.plex.tv/desktop/#!/

How do I turn on the server?
Plex should already be running and you should see the icon in the system tray ^ box.
If not, click on Windows Start menu > All > Plex and then the server should show in the system tray ^ box.
