Server Version#: 1.28.2.6151 (multiple versions throughout)

This all started with my PMS suddenly not being able to stream consistently. When viewing through Roku Plex app (either on Roku TV or Roku streaming stick) it would get to about 33% loaded then stall out. At that time, I was running PMS 1.27.xxx.
I started trying to see what the issue was, and noticed there was an update available to 1.28.2.6151, so I updated PMS to try and fix the issue. There was no change in the inability to stream.
I tried to work on it some more by uninstalling and reinstalling, no luck there. After this point, I realized that I’m now unable to get into server settings via local web app, so I tried the procedure as listed in the article here, however I still can’t get to the settings for the server (using the http://localhost:32400/web address) and due to this, I couldn’t actually get it to claim the server.
I noticed the thread Plex Web Not Showing “Servers” Option and saw the info for using the ClaimPMS4Win and was able to get the server showing as claimed, but still not able to get to settings or to stream.
I’m pretty much at my wits end, please help!
