Unable to download using new downloads feature

Server Version#: 1.24.5.5173

My plex server is on a Synology NAS
My player is installed on an iPad Pro

The latest versions are installed on each.

I am finding it impossible to download media to the iPad. When I select a film to download I have a spinning circle on the downloads menu item and an item count below it. There is no transcoding as I have selected original quality. The transfer rate is shown as 0.0KB and the download never starts.

I have also tried reducing the quality but that has no effect.

Might someone be able to help me fix this?

To expand on this I cannot download on an iPhone either so this does not appear to be device specific.
